The high-profile letter expresses deep anger and formal dissatisfaction over the complete failure of state law enforcement to maintain international safety protocols. According to the management, the chaotic environment inside the stadium directly compromised Messi’s personal safety, comfort, and personal space, casting a shadow over the state's capability to host global sports icons.

The letter explicitly details how strict pre-arranged protocol rules were blatantly violated by high-ranking individuals. According to the agreed terms, no VIPs, politicians, or special guests were permitted to step onto the playing arena, and access was strictly restricted to only three authorized camera operators.
