In a comprehensive effort to secure the extradition of businessman Mehul Choksi, India has sent a detailed letter to Belgian authorities, providing a series of assurances regarding his care and well-being upon his return. The move comes as part of a long-standing legal battle to bring Choksi, the main accused in the massive ₹12,000-crore Punjab National Bank (PNB) fraud case, back to the country to face trial. This detailed request aims to counter arguments from Choksi’s legal team, who have cited his serious health problems to prevent his transfer.

The Ministry of Home Affairs has specifically addressed Choksi's lawyers' claims by detailing the exact conditions under which he would be held. The letter specifies that he would be lodged in Barrack No. 12 of the Arthur Road jail complex in Mumbai. To demonstrate a humane approach, the letter mentions that the detention cell would be equipped with a clean cotton mat, pillow, bed-sheet, and blanket. Crucially, it also assures that a more comfortable metal or wooden bed can be provided if medical grounds require it.

Furthermore, the document guarantees that the cell will have adequate lighting and ventilation, along with sufficient storage for his personal belongings. The letter also emphasizes that Choksi will have continuous access to clean drinking water and be provided with round-the-clock medical facilities, directly addressing the health concerns raised by his legal team. These assurances are a direct response to the legal hurdles India has faced in previous extradition cases.

Daily life for Choksi in the Mumbai jail has also been meticulously outlined. He will receive adequate food three times a day, with provisions for special dietary needs subject to medical approval. The jail also operates a canteen for additional snacks. For recreation and exercise, he will be permitted to spend more than an hour daily in an open-to-sky yard. The letter also mentions access to indoor recreation, including board games and casual badminton, as well as yoga, meditation, a library, and reading materials.

The Home Ministry's letter also addresses the hygienic conditions of the prison, stating that cells are swept and mopped daily. It even mentions Mumbai’s pleasant tropical climate, noting that the weather is generally mild year-round, eliminating the need for air conditioning or heating in the cells. This detail serves to reinforce that the conditions are suitable and not harsh.

To further reassure Belgian authorities about his medical care, the letter highlights the robust healthcare infrastructure available. It states that the prison hospital has six medical officers and support staff, along with a 20-bed, fully equipped medical facility with an ECG machine. It also notes that this facility is supported by a full-scale government hospital located less than 3 km away, where Choksi can be sent for regular specialist consultations if needed, demonstrating a high level of medical support.
