The Bally constituency has long suffered from poor roads, garbage dumping, and other civic issues due to the lack of municipal elections for years. In a move that breaks traditional campaigning norms, Kailash Mishra, the Howrah Sadar Trinamool Youth President, has deferred his door-to-door rallies to focus on immediate ground-level issues. Since being named the candidate, Mishra has spent his mornings navigating the Liluah area and other parts of Bally to address the drainage and sanitation crisis.

He told the media that he will not seek votes until he can demonstrate his value to the public, stating, "I will work first, then I will go and ask the people for votes." Taking a stern stance, Mishra was seen on the streets personally calling officials from the Bally Municipality and the Irrigation Department.

He reportedly warned them that the suffering of the local people must end immediately, citing direct orders from Chief Minister Mamata Banerjee and Abhishek Banerjee. His intervention led to a swift mobilization of municipal staff, who began clearing long-standing garbage heaps and desilting blocked drains that had caused persistent flooding in the locality.
