Indian Army Chief General Upendra Dwivedi reported that 60% of the terrorists killed in Jammu and Kashmir (J&K) in 2024 were of Pakistani origin. He also mentioned that 80% of the active terrorists in the region are Pakistanis. This highlights the ongoing involvement of Pakistan in instigating and supporting terrorism in J&K. Despite efforts to control these activities, infiltration attempts and the smuggling of warlike stores and narcotics continue, with drones increasingly being used for such operations. Terrorist activities, particularly in the North Kashmir and Doda-Kishtwar regions, have also seen a rise in recent months.

The Army Chief clarified that the situation along the Line of Control (LoC) remains under control, with the ceasefire agreement between India and Pakistan holding steady since February 2021. However, General Dwivedi pointed out that the terror infrastructure across the LoC continues to exist, contributing to the persistent threat of terrorism. He noted that while infiltration attempts remain ongoing, including through the International Border (IB), overall violence has been controlled. The Army’s efforts have led to the successful conduct of several large-scale events, such as the Amarnath Yatra, with over 500,000 pilgrims visiting without any significant security incidents. Similarly, the Lok Sabha and Assembly elections were conducted peacefully, further emphasizing the improving security situation in J&K.

In 2024, the Indian Army added 15,000 additional troops to its ranks in J&K to enhance counter-terrorism operations. This expansion has bolstered security measures in the region and contributed to better management of terrorist threats. Although challenges persist, especially with rising terrorist activities in some regions, General Dwivedi expressed confidence in the Army's ability to handle the situation, noting that the overall violence levels remain within control due to the coordinated efforts of security forces.

Addressing the situation in Manipur, General Dwivedi acknowledged that violence in the state has been cyclic, but security forces are working cohesively to restore peace. He emphasized that the security situation has improved, with efforts to address the root causes of instability. The Army is maintaining enhanced surveillance along the Indo-Myanmar border and undertaking fencing work to prevent any spillover of violence from Myanmar, ensuring the security of India’s northeastern borders.

On the situation along the Line of Actual Control (LAC) with China, General Dwivedi described it as sensitive but stable. He mentioned that traditional grazing and patrolling in the Depsang and Demchok areas of eastern Ladakh had resumed, signaling a de-escalation of tensions. Both military and diplomatic engagements, including meetings of the Working Mechanism for Consultation and Coordination (WMCC) and special representative-level talks, have played a key role in easing the situation along the border. Corps commanders have also been empowered to resolve lower-level issues, contributing to better management of the boundary situation.

The Army Chief outlined key internal developments within the Indian Army. The intake of officers has increased from 1,300 to 1,900 per year, strengthening the Army’s manpower and capabilities. The Army is also planning to launch an all-women skydiving team in 2025 as part of its efforts to promote gender diversity and empower women within the force. Furthermore, a new initiative, the institution of the Army Subedar Major, has been introduced to improve communication between senior officers and lower-ranked personnel. General Dwivedi reaffirmed that the Army's focus is on ensuring a full spectrum of preparedness while transforming the force into a self-reliant, future-ready organization. This transformation will allow the Army to address emerging security challenges effectively, both within and beyond India’s borders.
