Andhra Pradesh to issue birth and death certificates via WhatsApp in pilot launch at Tenali

The Andhra Pradesh government is launching a pilot project to issue birth and death certificates through WhatsApp, marking a significant step toward digital governance. Announced by Chief Secretary K. Vijayanand on January 20, the pilot will be conducted in Tenali later this month. This initiative is part of the state’s WhatsApp Governance Services, aimed at improving the accessibility and efficiency of government services for citizens.

A review meeting was held at the Real-Time Governance Society (RTGS) office, where officials from several departments, including Panchayati Raj, Health, and Municipal Administration, were briefed on the project. The goal is to integrate the Andhra Pradesh Civil Registration System (AP CRS) with WhatsApp, allowing citizens to directly receive birth and death certificates through the messaging platform, avoiding the need to visit government offices in person.

The AP CRS will play a crucial role in the process by managing the data related to birth and death registrations. Once a certificate is generated in the system, it will be sent to the applicant via WhatsApp, allowing the individual to download the document directly. This integration is expected to expedite the process of certificate issuance, making it more convenient for citizens, particularly in rural or remote areas.

Officials emphasized the importance of seamless implementation, with K. Vijayanand urging the departments involved to ensure that the system works without delays or technical glitches. He also instructed that the process be thoroughly tested in Tenali to address any potential issues before a wider rollout across the state.

The RTGS team, led by S. Suresh Kumar, Principal Secretary, and K. Dinesh Kumar, CEO, has developed the necessary infrastructure to support this initiative. The team confirmed that all technical measures have been put in place to ensure that certificates are issued accurately and promptly. A portal has been developed to integrate birth and death registration data from all panchayats and municipalities in Tenali, with plans to extend it to other areas after the pilot phase.

The government has worked to ensure that the pilot project in Tenali will be closely monitored, with assessments on its technical efficiency, user experience, and overall effectiveness. Once the pilot is complete, the data gathered will be used to refine the process and plan for a broader statewide launch. If successful, the WhatsApp-based service for issuing birth and death certificates could be expanded to other services, further promoting digital governance in Andhra Pradesh.
