Subhash Roy, the promoter behind the Shubha Apartment in Baghajatin, Kolkata, has been arrested after a multi-story building collapse that left residents in shock. The incident, which occurred earlier this week, led to severe damage and raised concerns over illegal construction practices. After a brief period of being unreachable, Roy was tracked using his mobile location and apprehended in Frizer Ganj, Bakkhali. The police have initiated legal proceedings against him for the collapse, focusing on allegations of unsafe building practices, illegal construction, and failure to follow building codes.

The building, constructed in 2009, has come under scrutiny for several violations of construction regulations. According to municipal authorities, it was built on land reclaimed from a waterbody, a practice that is prohibited without proper clearance. Additionally, the construction was reportedly carried out without the required permits or approvals from the relevant municipal and building authorities. The project did not undergo necessary inspections or meet the required structural safety standards, making it prone to serious faults.

A key issue that led to the collapse was the unauthorized lifting of the building to correct its tilt. This work was done using machinery intended for lifting vehicles, which is not designed for structural adjustments of buildings. The lifting equipment, typically used for car maintenance, was deemed unsuitable for handling the structural weight of a building. Structural engineers have confirmed that using such machinery for building modifications was a critical error. The improper equipment usage compromised the building’s structural integrity, leading to a collapse that could have been prevented with correct engineering procedures.

Residents, many of whom moved into the building in 2014, reported visible signs of structural issues shortly after they began occupying their flats. The southern side of the building began tilting, prompting them to raise concerns with the builder, Subhash Roy. Initially, Roy demanded one lakh rupees from the flat owners for repairs. However, when residents refused, Roy reassured them that no additional payments would be required and promised to take full responsibility for the necessary fixes. Despite these assurances, the structural problems worsened over time, culminating in the collapse of the building.

The collapse highlights several issues with the building’s construction process. It was revealed that the project had not been registered properly in municipal records, and the building’s plans were not submitted through the online system, which had been introduced after 2012. This has complicated efforts to track its approval process. Authorities are also investigating the role of the builder and the potential involvement of other parties in the unauthorized construction. The investigation continues to explore whether any further violations occurred during the building’s construction and maintenance.
