The Congress has accused the Manipur Governor of violating Article 174 of the Constitution by failing to summon an Assembly session within the mandated six-month period. Congress leader Jairam Ramesh stated that this delay constitutes a "deliberate contempt of the Constitution" and reflects the ongoing constitutional crisis in the violence-hit state.
Article 174 states that "the Governor shall from time to time summon the House or each House of the Legislature of the State to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session." According to Congress, the last Assembly session was held more than six months ago, and no new session has been convened, violating this provision.
Ramesh pointed out that an Assembly session was scheduled to begin on February 10, where a no-confidence motion submitted by the Congress was to be addressed. However, Chief Minister N Biren Singh resigned the night before, leading to the session being declared "null and void." With no new date announced, Congress claims the state is now in direct violation of the Constitution.
The Supreme Court had previously observed on August 1, that there had been an "absolute breakdown of constitutional machinery in the state." Congress reiterated this statement, questioning why the Manipur Governor had not ensured the timely summoning of the Assembly. The party also criticized Prime Minister Narendra Modi, stating that he "goes everywhere but Manipur," highlighting that he has yet to visit the state since ethnic violence erupted in May 2023.
The political uncertainty follows months of ethnic violence in Manipur, which has resulted in over 250 deaths and thousands being displaced. Clashes between communities have led to severe law and order issues, with demands from various political factions for a resolution. The delay in convening the Assembly session has further fueled concerns over governance and stability in the state.
Amid growing tensions, discussions on imposing President’s Rule in Manipur have gained momentum. BJP leaders, including national spokesperson Sambit Patra, have held meetings to discuss leadership changes in the state. Congress has termed Singh’s resignation "belated" and continues to demand accountability from both the central and state governments regarding the ongoing crisis.
