Delhi Police busts ISI-linked module plotting attacks on Delhi, Haryana and Uttar Pradesh

Delhi Police Special Cell has uncovered an alleged Pakistan ISI-backed terror module that was planning attacks on a historic temple in Delhi, a military camp in Haryana’s Hisar, and a popular dhaba on the Delhi-Sonipat highway. The revelations emerged during the interrogation of nine alleged operatives linked to the Shahzad Bhatti module who were arrested from multiple states. Police also recovered weapons from the accused during the operation.

According to investigators, one of the primary targets was a historic temple in Delhi. Police sources stated that one of the accused had conducted reconnaissance of the temple premises and allegedly sent photographs of the location to handlers based in Pakistan. Investigators further claimed that the module planned to target police and paramilitary personnel deployed at the temple before launching an attack on the religious site.

Investigators also found that the module had allegedly planned a hand grenade attack on a crowded dhaba located on the Delhi-Sonipat highway. Police sources said the location was chosen because of heavy public footfall and the alleged intention was to create panic and large-scale damage. The interrogation reportedly revealed that the accused were also planning attacks on police personnel stationed at some police stations in Uttar Pradesh.

According to investigators, a military camp in Hisar was also under surveillance by the accused. One of the arrested operatives allegedly conducted reconnaissance of the camp and sent videos of the location to handlers in Pakistan. Police sources stated that security personnel deployed at sensitive locations were among the intended targets of the module.

The arrests were made during a multi-state operation conducted by the Delhi Police Special Cell under its Gang Bust Operation 2.0. Investigators stated that intelligence inputs regarding activities linked to Pakistan-based gangster Shahzad Bhatti and his associates led to the registration of a case on March 31. Police are continuing to examine the accused, recovered weapons, electronic devices and communication records as part of the ongoing investigation.
