The Election Commission has introduced a QR code-based Photo Identity Card system through its ECINET platform to prevent unauthorized entry into counting centres during the upcoming vote counting process. The system will be implemented from May 4, when votes for assembly elections in Assam, Kerala, Tamil Nadu, West Bengal and Puducherry, along with by-elections in seven constituencies, are scheduled to be counted.
According to the Commission, the QR code verification will form a key part of a newly enforced three-tier security mechanism. At the first and second levels, identity cards issued by the Returning Officer will be checked manually. At the innermost security layer near the counting halls, entry will be strictly permitted only after successful QR code scanning, ensuring an additional layer of digital authentication.
The new QR-based Photo Identity Cards will be applicable to all authorised personnel allowed inside counting centres, including Returning Officers, Assistant Returning Officers, counting staff, technical personnel, candidates, election agents and counting agents. Officials have been directed to ensure proper implementation of the system with trained personnel at checkpoints, as part of efforts to enhance transparency, security and efficiency during the counting process.
