A disturbing case of corruption has emerged from Kaimur district in Bihar, where a government employee was caught on video demanding ₹2,000 from beneficiaries to include their names in a government housing scheme. The video, which quickly went viral, has sparked outrage and prompted local authorities to initiate an investigation.

The individual seen in the video has been identified as Balkisoon, a Panchayat Employment Servant posted in Ratwar Panchayat under Bhabhua block. He was allegedly carrying out a survey to register eligible beneficiaries who currently do not have housing under the scheme. However, instead of conducting the survey fairly, he was seen asking for bribes in exchange for inclusion in the list.

What has further shocked the public is Balkisoon’s blatant justification in the video. He is heard saying the bribe money doesn’t stay with him alone — “BDO Saheb also gets a share per panchayat,” he claims. This has raised questions about the extent of the alleged nexus within the local administration.

Following the viral circulation of the footage, a sense of panic and anger has spread through the district. Residents who had already paid or were being coerced into paying have come forward with their grievances. The Block Development Officer (BDO) of Bhabhua has confirmed receipt of the video and identified the man as a surveyor for the housing scheme.

The BDO has termed the act as “completely wrong” and has called for a clarification from Balkisoon. He also stated that the matter would be reported to the Deputy Development Commissioner (DDC) to ensure disciplinary action is taken. A thorough probe has been promised.

This incident underscores the persistent issue of corruption at grassroots levels, especially in welfare schemes meant for the underprivileged. Authorities now face pressure to not only punish the guilty but also rebuild trust among the public.
