India has imposed a comprehensive ban on the direct and indirect import of all goods from Pakistan, effective immediately. The notification, issued by the Ministry of Commerce, amends the Foreign Trade Policy (FTP) 2023 to include a new provision prohibiting the import or transit of any goods originating in or exported from Pakistan “until further orders.” The Directorate General of Foreign Trade (DGFT) stated that the restriction has been implemented to safeguard national security and uphold public policy.
The decision comes in response to the terrorist attack that occurred on April 22, 2025, in Pahalgam, Jammu and Kashmir, which resulted in the deaths of 26 individuals. In addition to the import ban, the Indian government has taken several other measures to address Pakistan’s alleged support for cross-border terrorism. These include suspending the Indus Waters Treaty and closing the Integrated Check Post at Attari, which serves as a key crossing point between the two countries. The Indian government also reduced the staffing of the High Commissions.
The notification clearly states that the direct or indirect import or transit of all goods from Pakistan, whether or not freely importable, is now prohibited. Any exceptions to this prohibition will require prior approval from the Government of India. The ban applies to all categories of goods, effectively halting trade between the two nations. This move is part of a broader set of actions in response to Pakistan’s role in the conflict, including restrictions on postal services between the two countries.
The Indian Ministry of Ports, Shipping, and Waterways also announced a ban on Pakistani-flagged ships entering Indian ports. Furthermore, Indian-flagged vessels are prohibited from visiting ports in Pakistan. The ministry invoked Section 411 of the Merchant Shipping Act, 1958, to enforce these measures, emphasizing the need to protect Indian maritime assets and infrastructure. The restriction is designed to ensure the continued safety and efficient functioning of India’s mercantile marine.
Additionally, the Indian government has suspended the exchange of all mail and parcels between the two countries through both air and surface routes. This decision comes as part of the broader set of trade and communication restrictions aimed at limiting exchanges with Pakistan. These measures reflect India’s determination to take firm action in response to what it views as Pakistan’s involvement in cross-border terrorism and security threats.
