Iron fencing for 11 major drains to tackle waterlogging in Kolkata, Dum Dum

In a major step to prevent severe waterlogging during the monsoon, the State Irrigation Department has decided to install strong iron fencing along key drains in sensitive areas such as the EM Bypass and Dum Dum. The move aims to curb illegal encroachments and rampant garbage dumping that have significantly reduced the carrying capacity of the drainage system in recent years.

The decision follows last year’s monsoon, when several wards along the EM Bypass and in South Dum Dum witnessed acute waterlogging. A departmental inquiry found that large-scale encroachments and indiscriminate dumping of plastic waste and construction debris had reduced drainage capacity by nearly 40 percent, obstructing the natural flow of water and causing widespread inundation of residential areas.

Learning from the experience, the department has identified 11 major drains in Kolkata and the Dum Dum municipal area for fencing with iron wiring. The initiative primarily covers drains in Ward Nos. 101, 103, 107, 108 and 109 under the Kolkata Municipal Corporation. Fencing work is also being undertaken along the crucial Upper Bagjola canal in South Dum Dum, considered the backbone of the region’s drainage network.

Officials said the primary objective is to prevent illegal construction on drain land at an early stage and discourage residents and commercial establishments from dumping garbage into the waterways. By preserving the drains’ carrying capacity, the department hopes to ensure smooth water flow and reduce the risk of flooding during heavy rainfall.

However, ensuring security and continuous monitoring of the fencing remains a major challenge. Officials have acknowledged that limited manpower and resources may hinder round-the-clock surveillance, raising concerns about possible damage by anti-social elements or land mafias. The department has sought cooperation from local bodies and municipalities, stressing that lasting relief from waterlogging will require both administrative vigilance and public awareness.
