The West Bengal state government, led by Chief Minister Suvendu Adhikari, has officially waived all application and authentication fees for obtaining digital land records and landmark data. The Chief Minister announced this major administrative shift on Friday afternoon through a public social media post, framing the decision as part of his government's broader commitment to transparent, hassle-free, and accessible citizen services. Under the previous Trinamool Congress administration, citizens were systematically required to pay a designated processing fee online before receiving a digitally signed copy of their official land registers.
To give the fee waiver immediate statutory backing across the state, the Governor authorized an amendment to Rules 320-H and 320-I of the Bengal Records Manual, 1943, acting under Section 57 of the West Bengal Land Reforms Act, 1955. The policy update was implemented directly with formal clearance from the State Finance Department. According to the executive notification, landowners and farmers across all districts can now view and download digitally signed copies of their land records entirely free of charge, effectively eliminating previous bureaucratic and financial barriers.
The process for downloading these free records continues to run through the official state infrastructure. To access their Khatian (land register) and Daag (plot landmark) information, users must log into their personal accounts on the Banglarbhoomi web portal using an authorized ID and password. From the portal's homepage, applicants navigate to the Citizen Service tab, select the Service Delivery option, and click on the ROR Request link. The system then populates an electronic form requiring the selection of the specific district, block, and mouza, followed by the applicant's name and address to process the free download.
