Prime Minister Narendra Modi said on Thursday that an event in Manipur in which women were paraded naked had embarrassed 140 million Indians and vowed that the culprits would not be spared justice.

Tensions have risen in the hills of Manipur after a May 4 video surfaced on Wednesday showing two women from one of the warring factions being paraded naked by several men from the opposite side.
