Ahead of the proposed Nabanna Abhiyan, Bengal Police officials have stated that no permission was taken for the rally and no formal intimation was given regarding the organisers or rally routes. At a press conference held at Bhabani Bhavan, ADG (South Bengal) Supratim Sarkar and ADG (Law and Order) Jawed Shamim, along with the Commissioners of Police of Kolkata and Howrah, said that the information about the rally was gathered through other sources and that the police are fully prepared to manage the situation. They also confirmed that those involved in last year’s Nabanna campaign are not participating this time.
Officials said that two related cases are currently in the Calcutta High Court, and a PIL was filed on the same day. As per the court's directions, the right to protest is a fundamental right but must not involve violence or damage to government property. Protests must be held peacefully and legally. The court has granted the state government the authority to impose prohibitory measures, and Section 144 has been enforced around the Nabanna state secretariat, making protests in that zone unlawful. However, permissions have been granted for demonstrations at Santragachi in Howrah and Rani Rashmoni Avenue in Kolkata.
Police have identified several individuals previously linked to violence during past protests. Authorities have stated that any violation of the court’s orders will result in immediate action. They have denied permission for a proposed campaign at Kalighat and have offered an alternative venue. Law enforcement will monitor key areas using CCTV and drone surveillance. "Tell us how many people are coming and from where — we will make arrangements accordingly. But if court orders are violated, we will take action," officials said.
