Kolkata Municipal Corporation board dissolved, Smita Pandey takes charge as 'administrator'
With just 48 hours remaining before polling, the administration has imposed Section 163 of the Bharatiya Nagarik Suraksha Sanhita across Howrah to ensure peaceful and fair elections. The order, issued by District Magistrate and District Election Officer P. Deepap Priya, came into effect from 6 PM on April 27 and will remain in force until the completion of voting on April 29, as per the mandated silence period.
Under the restrictions, assembly of five or more people has been prohibited, and no political workers or campaigners from outside the district will be allowed to stay during this period. All forms of campaigning, including rallies, roadshows, public meetings, and the use of loudspeakers, have been completely banned. Authorities have also barred any form of provocative speech, posters, or attempts to influence voters in the run-up to polling.
Strict measures have also been imposed on public safety and law and order. Carrying licensed firearms, weapons, explosives, or bursting firecrackers in public places has been prohibited. The administration has warned that any violation of these rules will attract strict legal action under relevant provisions, with enforcement agencies maintaining heightened vigilance across the district.
On the day of voting, additional restrictions will be enforced around polling stations. No campaigning material such as posters or banners will be allowed within 100 metres of polling booths, and the use of mobile phones will be restricted in these areas. These measures are aimed at ensuring that voters can exercise their franchise without any external influence or disturbance.
Despite the stringent curbs, essential services have been exempted. Emergency services, including ambulances and transportation of essential goods, will continue to operate without disruption. Meanwhile, central forces and state police have already begun route marches in sensitive areas, reinforcing security arrangements and aiming to maintain calm ahead of the crucial polling day.
