Sodepur flyover to shut every weekend from July 19 for urgent structural repairs
Lok Sabha Speaker Om Birla on Thursday emphasized that urban local bodies (ULBs) should operate akin to Parliament, incorporating regular Question Hour and Zero Hour sessions to effectively raise and resolve issues concerning citizens. Addressing the first National Level Conference of Urban Local Bodies in States and Union Territories, Birla expressed dismay over the current state of ULB meetings, stating, "I am pained to hear about meetings of ULBs getting adjourned amid pandemonium and key agenda such as budget getting approved without any discussion."
Birla stressed that ULBs, being the closest form of public representation, are best positioned to understand local issues. He urged them to adopt the functioning model of the Lok Sabha and state assemblies, fostering debate and discussion to find solutions to civic problems. The Speaker also highlighted improvements in the functioning of the current 18th Lok Sabha, noting fewer disruptions compared to previous terms due to the collaborative efforts of leaders from all political parties. He suggested that ULBs should similarly prioritize constructive dialogue.
The two-day conference, attended by delegates from across India, will deliberate on critical subjects aimed at enhancing municipal governance. Key discussions include developing model practices and codes of conduct for General Council Meetings, ensuring ULBs effectively fulfill their constitutional mandate, and their contribution to achieving the goal of 'Viksit Bharat' by 2047. The agenda also covers the role of ULBs in fostering women's leadership and improving public service delivery and the quality of life for citizens. Haryana Chief Minister Nayab Singh Saini and Assembly Speaker Harvinder Kalyan were also present at the inaugural session.
