West Bengal Poll violence: 17 dead, BJP demands Article 355 and 356, governor expresses concern

Violence is raging in West Bengal amidst the ongoing panchayat elections, with incidents of clashes occurring in various parts of the state, resulting in the death of 17 people and several others getting injured.

The district of Murshidabad has witnessed the highest level of violence, with a bloody spree unfolding since Friday night. The situation has sparked a political uproar, with political parties levying accusations against each other.

The Bharatiya Janata Party (BJP) has demanded the imposition of Article 355 and 356 in the state. The opposition leader in the state assembly, Shubhendu Adhikari, has called for the imposition of President's rule in West Bengal. The BJP leader stated that it is highly unlikely for free and fair elections to be held under the state government's authority. He argued that it would only be possible if President's rule is imposed in the state or Article 355 is invoked.

He further mentioned that the situation in West Bengal is worse than Manipur at present. In light of this, let us explain what Article 355 and 356 are and when they are invoked.

What are Article 355 and 356?

Under Article 355, the central government has the authority to take necessary steps to ensure the state's police administration, deployment of the military, and the maintenance of security. Once imposed, the responsibility for the state's security and the enforcement of the constitution lies with the central government. Similarly, under Article 356 of the constitution, President's rule can be imposed in any state.

Governor's stance on the issue

Dr. C.V. Anand Bose, the Governor of West Bengal, has expressed concern about the violence during the panchayat elections. He stated that what he witnessed today is quite distressing, as it is the poor who suffer the most. He questioned the absence of political leaders and highlighted the prevailing environment of violence, killings, and fear. The common people only desire peace.
