Bengal assembly passes bill to impose 28% GST on online gaming, horse racing, and casinos

In a significant move, the West Bengal Assembly approved the West Bengal Goods and Services Tax (Second Amendment) Bill, 2023, imposing a 28 percent Goods and Services Tax (GST) on the entire face value of bets for online gaming, horse racing, and casinos.

Minister of State for Finance, Chandrima Bhattacharya, highlighted that this measure is expected to boost the state's revenue. West Bengal joins other states in advocating for the highest GST rate on such activities, emphasizing that winnings from online gaming should not remain tax-free. GST rates on these activities became effective in many states from October 1 this year.

Bhattacharya, also a GST Council member, mentioned delays in introducing the bill in the Assembly due to extensive questioning by the Governor. The minister said that the state has not yet received Rs 467 crore from the Center on account of Inter-State Goods and Services Tax (IGST).
