The division bench of the High Court, comprising Chief Justice TS Sivagnanam and Justice Hiranmay Bhattacharya, has upheld the operation of hookah bars in Kolkata and Bidhannagar. Challenging the decision of a single bench, the Kolkata Municipal Corporation (KMC) sought the closure of hookah bars, citing public health concerns.

During the hearing, hookah bar owners argued against the closure, asserting the absence of any specific legislation authorizing such action.
