BJP promises free education, ₹15,000 for exam prep, and welfare boards in Delhi manifesto

The Bharatiya Janata Party (BJP) released its second manifesto for the 2025 Delhi Assembly elections, detailing a range of initiatives aimed at welfare and development. A central feature of the manifesto is the promise to provide free education "from KG to PG" for needy students in government institutions. The BJP aims to make education accessible to economically disadvantaged students, allowing them to pursue studies without facing financial constraints.

The BJP also announced a comprehensive financial support plan for students preparing for competitive exams like the UPSC Civil Services and State PCS. The manifesto proposes a one-time financial assistance of ₹15,000 to each student, alongside reimbursement for travel and application fees for up to two attempts. The aim is to ease the financial burden on students striving for government service exams, making exam preparation more affordable.

In addition, the BJP unveiled the Bhimrao Ambedkar Stipend Scheme, which will provide ₹1,000 per month to Scheduled Caste (SC) students enrolled in technical courses at ITIs and polytechnic institutes. This initiative is designed to promote skill development and technical education within the SC community, enhancing their access to vocational training opportunities.

The manifesto includes plans to establish welfare boards for auto and taxi drivers, as well as domestic workers. The proposed Auto-Taxi Driver Welfare Board would offer life insurance coverage of ₹10 lakh and accident insurance of ₹5 lakh to drivers. It would also provide vehicle insurance and scholarships for the children of drivers. Similarly, the Domestic Workers Welfare Board would provide similar benefits, along with six months of paid maternity leave for domestic workers, improving social security for this significant yet underrepresented workforce.

To address governance concerns, the BJP also pledged to form a Special Investigation Team (SIT) to investigate alleged irregularities and scams within the AAP government, should the BJP be voted into power. This commitment is positioned as a means to ensure accountability and transparency in Delhi's administration, which the party claims has been compromised under the current government.

The BJP’s manifesto further includes provisions for women’s welfare, such as ₹2,500 monthly financial aid under the Mahila Samridhi Yojana, which surpasses the Aam Aadmi Party’s similar promise of ₹2,100. Pregnant women would receive ₹21,000 in financial assistance along with six nutrition kits under the Chief Minister Matritva Suraksha Yojana. The BJP also pledged to provide subsidized LPG cylinders at ₹500 each, with one free cylinder for every household during the festivals of Holi and Diwali.

For senior citizens, the BJP proposed an increase in the pension scheme. The pension for individuals aged 60-70 would rise from ₹2,000 to ₹2,500, while those above 70, including widows, differently-abled individuals, and destitute seniors, would see an increase from ₹2,500 to ₹3,000. The BJP also pledged to implement the Ayushman Bharat health scheme in Delhi, providing an additional ₹5 lakh health cover for residents, further enhancing access to healthcare.

In its efforts to promote overall welfare, the BJP has committed to continuing existing public welfare schemes and making them more effective. The party emphasized eliminating corruption in the implementation of these schemes, aiming to improve transparency and efficiency in government services. With the election set for February 5 and results to be declared on February 8, the BJP’s manifesto offers a detailed framework of welfare promises, with a clear focus on education, healthcare, women’s support, and worker welfare.
