BCCI imposes strict safety rules on IPL victory celebrations after RCB parade stampede kills 11

The Board of Control for Cricket in India (BCCI) has announced new mandatory guidelines for IPL trophy celebrations following the stampede in Bengaluru that killed 11 people and injured over 50. The incident occurred on June 4 outside the M. Chinnaswamy Stadium, where thousands of fans gathered to celebrate Royal Challengers Bengaluru’s first-ever IPL title win, just a day after their victory over Punjab Kings in the 2025 final.

BCCI Secretary Devajit Saikia confirmed the formation of a three-member committee to regulate and standardise safety protocols for all future IPL celebration events. The committee includes Saikia, Vice-President Rajeev Shukla, and Treasurer Prabhtej Singh Bhatia. According to Saikia, “The board is taking every aspect of risk very seriously to avoid any future mishaps.”

The new rules include a mandatory cooling-off period of 3–4 days before any celebration can be held. IPL teams are now required to seek prior written clearance from the BCCI before hosting any felicitation event. Additionally, teams must obtain formal approvals from the concerned state government, district police, and local civic authorities to ensure public safety.

Security arrangements will be strengthened across all celebration venues and during player movements. A multi-layered security setup has been made compulsory, covering transitions from airports to event locations. The presence of security personnel will continue even after the event concludes to avoid post-event disturbances.

The Karnataka government has also introduced a Crowd Management Bill proposing up to three years in jail and a ₹50,000 fine for event mismanagement. In connection with the incident, RCB’s marketing head was arrested and officials from the Karnataka State Cricket Association resigned. The parade was reportedly organised without proper coordination, despite crowd control warnings issued earlier.
