Adani Power has received a Letter of Intent (LoI) to develop and operate a 2,400 MW greenfield thermal power plant in Bihar, with an estimated investment of $3 billion. The project will be located in Pirpainti, Bhagalpur district, and is being developed under the Design, Build, Finance, Own, and Operate (DBFOO) model. The project is aimed at strengthening power supply infrastructure in the state.
The company won the contract from Bihar State Power Generation Company Ltd. (BSPGCL) through a competitive bidding process. Adani Power emerged as the lowest bidder, quoting a final power supply price of Rs 6.075 per kWh. The plant will supply 2,274 MW of power to North Bihar Power Distribution Company Ltd. (NBPDCL) and South Bihar Power Distribution Company Ltd. (SBPDCL), from the proposed 3x800 MW ultra-supercritical units.
According to the agreement, the first unit of the plant is expected to be commissioned within 48 months of the appointed date, while the final unit is scheduled for completion within 60 months. The thermal plant will use ultra-supercritical technology designed for low emissions and higher efficiency. Coal supply for the project will be secured through the SHAKTI policy of the central government, under which coal linkages have been allocated.
The construction phase of the project is expected to generate employment for around 10,000–12,000 people, while 3,000 individuals are expected to be employed once the plant becomes operational. The project is currently at the LoI stage, and Adani Power expects to receive the Letter of Award (LoA) in due course. Following that, a Power Supply Agreement (PSA) will be signed with the state utilities.
Adani Power is India’s largest private-sector thermal power producer, with a total installed thermal power generation capacity of 18,110 MW across 12 plants located in Gujarat, Maharashtra, Karnataka, Rajasthan, Chhattisgarh, Madhya Pradesh, Jharkhand, and Tamil Nadu. The company also operates a 40 MW solar power plant in Gujarat. “We are pleased to have won the bid to develop and operate a 2,400 MW thermal power project in Bihar,” said S.B.
