Centre asserts no change in SIM binding, 6-hour logout rule for WhatsApp

The Centre has ruled out any relaxation in the SIM binding mandate and the six-hour mandatory logout rule for web-based messaging platforms, making it clear that compliance deadlines will remain unchanged. Union Minister Jyotiraditya Scindia said there is “no thought on relaxing the mandatory logout of web sessions beyond six hours,” asserting that national security considerations outweigh revenue concerns.

Under the Department of Telecommunications (DoT) directive issued on November 28, 2025, OTT messaging platforms such as WhatsApp, Telegram and Signal must remain continuously linked to a user’s active SIM card. If the original SIM is removed or deactivated, the messaging service must stop functioning on that device. Additionally, web and PC versions of these platforms must automatically log out every six hours, requiring re-authentication through QR code verification.

Scindia clarified that the logout requirement applies only to virtual connections on web and PC versions, and not to direct mobile connections. The DoT has also ruled out extending the February 28 compliance deadline. Companies must align with the Telecom Cyber Security Rules, 2024, within the February 26–28 window and submit compliance reports by March 28.

Industry bodies have expressed concerns that SIM binding norms could disrupt user experience and impact services. However, officials have maintained that the framework was developed after public consultation and is essential to prevent fraud and strengthen cybersecurity safeguards. “There can be no compromise on national security,” officials reiterated.

Addressing broader telecom issues, Scindia said the DoT remains bound by the Supreme Court’s verdict in the Vodafone Idea AGR case, adding that any operator seeking relief must follow the same legal route. On spectrum auctions, he confirmed that TRAI has submitted recommendations, which are under review. He also indicated that satellite communication services could be rolled out once spectrum pricing and security compliances are finalised.
