Ministers must take Mamata's permission for treatment outside Bengal, Nabanna issues strict rule

In a significant administrative move, the Government of West Bengal has made it mandatory for ministers and top officials to obtain prior approval from Chief Minister Mamata Banerjee before seeking medical treatment outside the state. The directive, issued by the Home Department and published in the Kolkata Gazette, introduces stricter oversight over medical reimbursements and treatment decisions.

The new rule applies to the Chief Minister, Deputy Chief Minister, Cabinet Ministers, Ministers of State, and Deputy Ministers, along with certain eligible family members. It marks a departure from the earlier system, where such individuals could independently seek treatment outside the state at government expense without prior clearance. The decision is being viewed as a step towards ensuring greater transparency and financial discipline.

Administrative sources indicated that the move comes in response to past controversies and rising concerns over excessive medical reimbursements. Instances of high-value claims, including non-essential medical expenses and routine check-ups conducted outside the state, had triggered internal discussions. The new policy aims to prevent misuse of public funds while streamlining the approval process.

The notification also broadens the definition of medical services covered under the scheme. It includes treatment at government and government-aided hospitals, as well as registered private hospitals and nursing homes under the West Bengal Clinical Establishment Act, 2017. Services such as consultations, diagnostic tests, medicines, surgeries, vaccines, and even dental care are covered under the policy.

In terms of financial coverage, treatment at government hospitals will remain fully free, while expenses at private or registered institutions will either be directly borne by the state or reimbursed later. The policy also allows for high-category hospital accommodation and special nursing care where necessary, ensuring comprehensive healthcare support while tightening regulatory control.
