Madhya Pradesh to implement UCC before Diwali, CM Mohan Yadav signals cabinet support

Madhya Pradesh Chief Minister Dr. Mohan Yadav has announced plans to implement the Uniform Civil Code (UCC) in the state within six months, aiming for a rollout before Diwali 2026. Following the cabinet meeting on April 7, 2026, the CM instructed ministers to study UCC models in other states, including Goa, Uttarakhand, Gujarat, and Assam. The Home Department has been tasked with preparing the draft bill and accelerating the legal and administrative processes.

A high-level state committee is expected to be formed soon, comprising legal experts, social representatives, and officials. The committee will study existing UCC frameworks, assess challenges, and draft a law that ensures uniformity in marriage, divorce, inheritance, and adoption laws across all communities. Special attention will be given to tribal customs and backward community practices to maintain social balance.

The Madhya Pradesh government will particularly analyze Goa’s Civil Code and Uttarakhand’s model, which mandates registration of marriage and divorce and provides equal inheritance rights. Lessons from Gujarat and Assam will also be considered to create a framework suitable for MP’s diverse population. CM Mohan Yadav emphasized that the law must be practical, inclusive, and sensitive to all communities.

Political reactions have been immediate. Congress leaders have criticized the move, arguing that such a sensitive law should not be rushed and must include consultations with all social groups, especially tribal communities. BJP leaders countered that UCC ensures gender equality and social justice and promotes national unity, asserting that opposition parties often exploit caste and religion for political gains.

Experts note that traditional tribal marriage systems, including Dapa, Bhageli/Lamsna, Seva, and Natra practices, pose the greatest implementation challenge. The government intends to draft a law that respects cultural traditions while creating uniformity in personal laws. The cabinet is expected to review the final draft during the Monsoon Session 2026, setting the stage for a pre-Diwali legislative push.
