The Election Commission of India (ECI) has released a comprehensive advisory to all State/UTs chief electoral officers (CEOs) aimed at mitigating the impact of heatwaves during the upcoming Lok Sabha elections in 2024. Addressing the CEOs, the ECI highlighted the India Meteorological Department's (IMD) forecast indicating above-normal temperatures, particularly during the period from March to June 2024. In response to this forecast, the ECI emphasized the importance of proactive measures to minimize heatwave effects, referencing a set of guidelines provided by the National Disaster Management Authority (NDMA).
The advisory underscores the necessity for Assured Minimum Facilities (AMF) at polling stations, including provisions for comfortable voting experiences, such as setting up polling stations on the ground floor for accessibility by aged and disabled electors. The ECI also mandates the provision of permanent ramps, in accordance with Supreme Court directives, and the dissemination of information regarding these facilities. Additional recommendations encompass amenities like drinking water, furniture, lighting, signage, and toilet facilities at polling stations. Tented arrangements for shade, childcare creches, and Voter Assistance Booths (VAB) are also encouraged to ensure voter comfort and convenience during the polling process.
