The Winter Session of the West Bengal Assembly, set to commence on November 25, is expected to witness intense debates and significant legislative initiatives. Among the highlights are the ruling Trinamool Congress (TMC)’s resolution to oppose the Centre's Waqf (Amendment) Bill, 2024, and the introduction of a Private Members' Bill on child protection.
The TMC's resolution against the Waqf (Amendment) Bill aims to register the state's opposition to what it perceives as an infringement on state rights and a move to marginalize minority communities. Assembly sources indicated that the TMC plans to outline measures to maintain state autonomy over Waqf matters and safeguard minority interests through this resolution.
The proposed resolution is likely to ignite heated debates between the treasury and the BJP-led opposition. However, the BJP has already boycotted the all-party meeting held on Friday, alleging that the TMC and the Speaker do not allow opposition voices to be heard.
Speaker Biman Banerjee announced that the session would also include a two-day debate beginning November 26 to mark Constitution Day. Discussions will center on the relevance of the Indian Constitution in the current socio-political context and its role in upholding democracy.
In a notable development, Opposition Chief Whip Shankar Ghosh has submitted a Private Members' Bill on Childhood Protection, focusing on children’s welfare and rights during their formative years. Speaker Banerjee confirmed that the bill is under review by the law department and will undergo further scrutiny by the Chief Minister’s office before being tabled in the Assembly. If approved, it will be sent to the Governor for final consent.
“This is the first Private Members' Bill introduced during my tenure as Speaker,” Banerjee remarked, highlighting the significance of this legislative initiative. The Bill, if passed, could set a precedent for increased focus on social issues in state governance.
Additionally, discussions on improving international connectivity and ensuring direct flights to Dum Dum Airport are also expected to be part of the session, reflecting the government's focus on infrastructure development.
